Statement by Secretary-General Ban Ki-moon on the Arakan Conflict

New York, 25 October 2012 – Statement attributable to the Spokesperson for the Secretary-General on the fresh outbreak of violence in Rakhine, Myanmar

The most recent outbreak of communal violence in five townships in Northern Rakhine is deeply troubling. The widening mistrust between the communities is being exploited by militant and criminal elements to cause large-scale loss of human lives, material destruction, displaced families as well as fear, humiliation and hatred affecting the people from all walks of life.

While the Secretary-General notes the clear recognition at the highest political levels in Myanmar of the need to contain this communal violence, he calls on the authorities to take urgent and effective action to bring under control all cases of lawlessness. The vigilante attacks, targeted threats and extremist rhetoric must be stopped. If this is not done, the fabric of social order could be irreparably damaged and the reform and opening up process being currently pursued by the government is likely to be jeopardized.

Myanmar is striving to be an example of tolerance and moderation in Asia and the world. Such events must not be allowed to tarnish its efforts. The United Nations is ready to do whatever is necessary to alleviate the situation and bring tranquility and harmony to the region.

Appeal by a US Physician to the State Department

Dear US State Dept,

In the last 4 days in the mid-Rakhine region, what appears to be large mobs of Rakhine monks and civilians have forcibly evicted over 1000

Rohingya families, killed reportedly anywhere from 200-500 Rohingya and burned down 4 Rohingya villages. This violence occurred reportedly with military and police in attendance and without any attempts to stop the violence. The few fire brigades that have reportedly responded have made no attempt to put out the fires.

This current violence was immediately proceeded multiple Buddhist organization’s resolutions forbidding financial and further contact and aide to Rohingya with threats including label of traitor.

The AP story from Yangon that has hit the international news today reports that the violence above is bilateral aggression with Buddhist casualties and property destruction. This was verified by the Myanmar government spokeperson for Rakhine Myo Thant and Rakhine State

Attorney-General Hla Thein. These two gentleman are members of the ruling regime, which has been implicated in attacks on Rohingya in June and July by human Rights Watch’s report “The Government Could have Stopped This.”

President Thein Sein’s most recent call for more benevolence toward Muslims in Burma was nice but ineffective in halting third party aggression nor absolving the State of any role in direct violence and other human rights violations of Rohingya.

The US and international community will not step in to stop the violence, nor call this violence genocide or ethnic cleansing which

obligates intervention. The violence is at such a high and diffuse level that Rohingya are not able to go outdoors to collect money from banks, or get to transportation out of Rakhine. They are still turned away from close by Bangladesh. The Rohingya are trapped in Rakhine.

As much as I absolutely agree that the Rohingya have the right to stay where they and their ancestors have lived, Rakhine, Myanmar, aka Burma.

Rohingya in harms way and threatened by harm who are inside Burma, especially Rakhine, should have the freedom to chose whether to stay or leave. I believe survival and life free from humiliating and torturous persecution is their priority. Right now they do not have the choice because they are trapped in Rakhine. They are sitting ducks with Rakhine violence increasing and State security forces watching, not intervening.

I propose the US take the lead in negotiating a facilitated exodus for the Rohingya who chose to leave. The OIC has proposed ~200 million dollars in relief. Have this money go for immediate transport, refuge and long term resettlement of Rohingya, if they chose. It is not undoable. The Muslim world is upset specifically about the lack of US and other Western country attention let alone aggressive negotiation or intervention on behalf of the Rohingya. Other rational and irrationalanger is being funneled into complaints about the plight of Rohingya.

Please don’t let this be another Bosnia, Nazi Germany and Rwanda where the international community steps in only in time to dig up or bury the dead.

အေမရိကန္တကၠသိုလ္ကို ဂုဏ္ျပဳေဒါက္တာဘြဲ႕ယူဖို႔ လာေရာက္ေတာ့လည္း သူမရဲ႕ပံုရိပ္က ကြ်န္ေတာ္တို႔အတြက္ စြမ္းအားျပင္းခဲ့ေသးတာေပါ့။ သူမကေတာ့ လြတ္လပ္ျခင္းအတြက္ ဟစ္တိုင္၊ ႏိုင္ငံေရးေခါင္းေဆာင္တစ္ေယာက္။ ဒါေတြတင္မက ဗုဒၶဘာသာ၀င္ျမန္မာႏိုင္ငံသားမ်ားအတြက္ေရာ၊ လူနည္းစု တိုင္းရင္းသားမ်ားအတြက္ပါ ဆႏၵေဖာ္ထုတ္ႏိုင္ဖို႔ စမ္းေပါက္တစ္ခုျဖစ္ပါတယ္။ လူနည္းစု တုိင္းရင္းသားမ်ိဳးႏြယ္ေတြကေတာ့ ျမန္မာျပည္ရဲ႕ ဖိႏွိပ္တဲ့အစိုးရလက္ထက္မွာ အခ်ိန္ၾကာျမင့္စြာ ျဖတ္သန္းက်င္လည္ခဲ့ရတာပါ။

သူမကေတာ့ ႏိုင္ငံေရးေခါင္းေဆာင္အျဖစ္သာမက ဗုဒၶဘာသာ၀င္မ်ားရဲ႕ ကရုဏာတရားအတြက္လည္း ဟစ္တိုင္ျဖစ္ေနပါေသးတယ္။ ဒါ့ျပင္ အဖိႏွိပ္ခံေတြရဲ႕ မဟာမိတ္ဆိုလည္း ဟုတ္ပါတယ္။ ဗုဒၶကေတာ့ သူ႔သာသနာရဲ႕ သေဘာသဘာ၀မွာ ကိုယ္ခ်င္းစာတရားသည္ ဗဟိုခ်က္မျဖစ္တယ္၊ တပါးသူရဲ႕ ဂုဏ္သိကၡာကို ေလးစားရမယ္ဆိုတဲ့အခ်က္ေတြကို ထိထိမိမိ ေဟာေျပာခဲ့ပါတယ္။

ဒါေပမယ့္ ေဒၚစုၾကည္ကေတာ့ ျမန္မာျပည္က လူ႔အခြင့္အေရးဆိုင္ရာ အေရးအၾကီးဆံုး ျပႆနာရပ္ၾကီးအေပၚမွာ လံုး၀ႏုတ္ဆိတ္ေနတာကေတာ့ စိတ္၀င္စားဖြယ္ျဖစ္ေနဆဲပါ။ အဲဒီလူ႔အခြင့္အေရးျပႆနာရပ္ၾကီးကေတာ့ ရိုဟင္ဂ်ာမ်ားရဲ႕ ဒုကၡဗ်ာပါဒေတြပါပဲ။

လက္ရွိ ဒီမိုအသြင္ေျပာင္း ဦးသိန္းစိန္အစိုးရကလည္း ဒီရုိဟင္ဂ်ာေတြရဲ႕ ျပႆနာရပ္ကို ပံုသဏၭာန္မေျပာင္း ေပးရံုမက ၂၀၁၂ ဇူလိုင္လမွာ ရိုဟင္ဂ်ာေတြကို အသိအမွတ္မျပဳ၊ သူတို႔ရဲ႕ကိုယ္ပိုင္အခြင့္အေရးေတြကို လည္း အသိအမွတ္မျပဳ၊ သူတို႔ကို ကုလမဟာမင္းၾကီးရံုးဆီ လႊဲေျပာင္း ေပးအပ္လိုေၾကာင္း ေဖာ္ျပထားတဲ့ ေၾကျငာခ်က္ေတာင္ ထုတ္ျပန္ခဲ့ပါတယ္။ စက္တင္ဘာမွာေတာ့ ဗုဒၶဘာသာရဟန္းေတြဟာ ဗုဒၶရဲ႕ သြန္သင္ခ်က္ကို ဆန္႔က်င္ၿပီး အႏၱီရိုဟင္ဂ်ာ ဆႏၵျပပြဲေတြေတာင္ က်င္းပၿပီး ဦးသိန္းစိန္ရဲ႕ အဆိုကို ေထာက္ခံခဲ့ၾကပါတယ္။ အစၥလာမ္မစ္ ပူးေပါင္းေဆာင္ရြက္ေရးအဖြဲ႕ အိုအိုင္စီကိုလည္း ျပည္တြင္း ရံုးစိုက္ၿပီး အေထာက္အပံ့ေပးေရးကိစၥမွာ ျမန္မာအစိုးရက ပိတ္ဆို႔ဟန္႔တားခဲ့ပါတယ္။ အေၾကာင္းျပခ်က္ကေတာ့ ရခိုင္ျပည္နယ္မွာ ျပႆနာေတြ မၿငိမ္သက္ေသးလို႔ဘဲျဖစ္ပါတယ္။

ျမန္မာလူထုရဲ႔ ရာႏွဳန္း ၃၀ ေလာက္ကေတာ့ ဗမာမဟုတ္တဲ့ လူမ်ိဳးျခားေတြပါ။ သူတို႔ကေတာ့ စစ္တပ္အုပ္ခ်ဳပ္ေရးေအာက္မွာ အဖိႏွိပ္ခံျပစ္မွတ္ေတြပါ။ ရိုဟင္ဂ်ာေတြကေတာ့ သီးျခားခြဲထြက္ေနတဲ့ အျခိမ္းေျခာက္ခံေတြပါ။

၁၉၆၂ မွာ ဗိုလ္ခ်ဳပ္ေန၀င္းအာဏာသိမး္ပါတယ္။ ေအာင္ဆန္းရဲ႕ အတြင္းအျမင္ေတြကို ဖယ္ရွားၿပီး မ်ိဳးခ်စ္စိတ္ဓာတ္ဆိုတဲ့ အေတြးအေခၚကို အေျခခံကာ ဗမာလူမ်ိဳး၊ ဗုဒၶဘာသာဆိုတဲ့အယူဆီကို ေျပာင္းလဲခဲ့ပါေတာ့တယ္။ ရိုဟင္ဂ်ာေတြကေတာ့ ဗမာလည္းမဟုတ္ဘူး၊ မြတ္စလင္ဆိုၿပီးေတာ့လည္း ကင္ပြန္းအတပ္မခံရဘူး၊ ခုိး၀င္လာတဲ့ ဘဂၤါလီေတြလို႔ မွားယြင္းခြ်တ္ေခ်ာ္စြာ နာမည္အတပ္ခံရပါတယ္။

၁၉၇၈ မွာ ေဆာင္ရြက္ခဲ့တဲ့ စစ္တပ္ရဲ႕ နဂါးမင္းေခၚတဲ့ လူမ်ိဳးျခားရွင္းလင္းသုတ္သင္မွဳစစ္ဆင္ေရးကေတာ့ တိုင္းျပည္တြင္းက ႏိုင္ငံသားျဖစ္ရင္ျဖစ္၊ မဟုတ္ရင္ေတာ့ ခုိး၀င္လာသူဆိုတဲ့ ပုဒ္မတပ္ဖို႔ ရည္ရြယ္ခဲ့တာပါ။ ရိုဟင္ဂ်ာေတြကေတာ့ မုဒိန္းက်င့္ခံရတယ္၊ အေၾကာင္းျပခ်က္မရွိဖမ္းဆီးခံရတယ္၊ ဗလီေတြဖ်က္ခံရတယ္၊ ရြာေတြအဖ်က္ခံရတယ္၊ ေျမယာေတြ အလုခံရတယ္။

၁၉၉၁ မွာေတာ့ ဒုတိယမၸိစစ္ဆင္ေရးလုပ္ျပန္ပါတယ္။ နာမည္က ျပည္သာယာစစ္ဆင္ေရး။ ရည္ရြယ္ခ်က္ကေတာ့ အထက္မွာေဖာ္ျပခဲ့တဲ့အတိုင္း တေထရာတည္းပါ။ ရလဒ္က ရိုဟင္ဂ်ာေပါင္း ၂ သိန္းေလာက္ဟာ ဘဂၤါလားေဒ့ရွ္ကို ဒုကၡသည္ေတြအျဖစ္ ထြက္ေျပးခဲ့ရပါတယ္။ ယေန့က်န္ရစ္တဲ့ ရိုဟင္ဂ်ာ ၃ သိန္းေလာက္ကလည္း စားစရာမရွိ၊ ေဆးအေထာက္အပံ့နတၳိ။ မြတ္စလင္အဖြဲ႕ေတြရဲ႕ ကူညီေထာက္ပံ့မွဳေတြကိုလည္း ျငင္းဆန္ပယ္ခ်ပစ္ၾကပါတယ္။

၁၉၈၂ ႏုိင္ငံသားျဖစ္ေရးဥပေဒဆိုတာကေတာ့ ရိုဟင္ဂ်ာေတြကို ထိေရာက္စြာ ႏွိမ္ႏွင္းတဲ့ ဥပေဒပါ။ ႏုိင္ငံသားျဖစ္ခြင့္မရမွာေတာ့ ရိုဟင္ဂ်ာေတြဘ၀ေက်ာင္းဖို႔ဆိုတာ ခက္ခဲသြားပါၿပီ။ သူတို႔ေတြဟာ ရြာအျပင္ထြက္ၿပီး ခရီးသြားခြင့္ပိတ္ပင္ခံရတယ္၊ သူတို့ရဲ႕ ၀တ္ျပဳရာေက်ာင္းေဆာင္ေတြ ျပဳျပင္ခြင့္မရဘူး၊ ပညာသင္ခြင့္ လက္ထပ္ထိမ္းျမားခြင့္ပိတ္ပင္ခံရတယ္။ သူတို႔ေတြက အဲဒီလိုပိတ္ပင္ခံထားရတာကို ခ်ိဳးေဖာက္မယ္ဆိုရင္ (သူတို႔အခြင့္အေရးကို သူတို႔အျပစ္မဲ့စြာရယူမယ္ဆိုရင္) ေထာင္ခ်ခံရမယ္၊ ေထာင္ထဲမွရိုက္ႏွက္ခံရမယ္၊ အမ်ိဳးသမီးဆိုရင္ ဆက္တိုက္မုဒိန္းက်င့္ခံရမယ္။

အေဖမေပၚတဲ့ ကိုယ္၀န္ေဆာင္ကေတာ့ ေမာင္းထုတ္ခံရမယ္၊ ဒါမွမဟုတ္ အႏၱရာယ္အမ်ားလွတဲ့ ကိုယ္၀န္ဖ်က္ခ်မွဳပံုစံမ်ိဳးနဲ႔ ကေလးဖ်က္ခ်ခံရမယ္၊ ဒီေတာ့ အမ်ားစုက ေသဆံုးၾကရပါတယ္။

ရိုဟင္ဂ်ာေတြကေတာ့ ေခတ္သစ္ေက်းကြ်န္ေတြပါပဲ။ သူတို႔ကို အဓမၼေစခိုင္းမွဳေတြလည္း ရွိေနပါတယ္။ အမ်ိဳးသမီးေတြကို ဗမာလုံျခံဳေရး တပ္သားေတြက ျပည့္တန္ဆာအျဖစ္မတရားသိမ္းသြင္းၾကပါေသးတယ္။

ျမန္မာအစိုးရရဲ႕ တံခါးဖြင့္ဒီမိုကေရစီကေတာ့ အမ်ားၾကီးလုပ္ဖို႔ က်န္ပါေသးတယ္။ နယ္လ္ဆင္မင္ဒဲလားလို႔ ဆင္တူတဲ့ ေဒၚစုၾကည္ကေတာ့ ရိုဟင္ဂ်ာအေရးကိစၥမွာ ပါ၀င္ၿပီး ခ်စ္ခင္ၾကည္ႏူးဖြယ္လူ႔အဖြဲ႔အစည္းကို တည္ေထာင္ေပးသင့္ပါတယ္။ ဒီအထဲမွာ ရိုဟင္ဂ်ာေတြသာမက တိုင္းရင္းသားလူနည္းစုအားလံုုးကိုလည္း ပါ၀င္ေစရပါမယ္။ သူမက သူမရဲ႕ ဗုဒၶဘာသာယံုၾကည္ခ်က္အတိုင္း ကိုယ္ခ်င္းစာတရားကိုျပသမယ္ဆိုရင္ ေတာ့ အားလံုးက သူမေနာက္လိုက္ၾကမွာပါ။

ရိုဟင္ဂ်ာေတြကို စနစ္က်စြာ အႏၱရာယ္ျပဳေနျခင္းကို ရပ္တန့္မွာသာလွ်င္ ျမန္မာျပည္ကို ႏိုင္ငံတကာကေရာ သူ႔ရဲ႕ျပည္သူေတြကပါ တရား၀င္ဒီမိုႏိုင္ငံအျဖစ္ ျမင္ၾကမွာျဖစ္ပါတယ္။

ေဒၚေအာင္ဆန္းစုၾကည္နဲ႔ ျမန္မာအတြက္ပထမေျခလွမ္းကေတာ့ ရိုဟင္ဂ်ာမ်ားတည္ရွိေနျခင္းကို အသိအမွတ္ျပဳေပးရပါလိမ့္မယ္။

ေၾကျငာခ်က္အျပည့္အစံုမွာ –

ျမန္မာမြတ္စလင္မ္ေက်ာင္းသားလူငယ္မ်ား (MMSY) မွ အစၥလာမ္ဘာသာေရးအဖြဲ႕ ႀကီး၏ Eid Al-Adha ကုရ္ဘာနီဆိုင္ရာဆံုးျဖတ္ခ်က္ကိုေထာက္ခံေၾကာင္း ေၾကျငာခ်က္

(၁) ျပည္ေထာင္စုသမၼတျမန္မာႏိုင္ငံေတာ္၊ ျမန္မာႏိုင္ငံလုံးဆိုင္ရာအစၥလာမ္ဘာသာေရးအဖြဲ႕ၾကီးမွွ တာဝန္ရိွသူ မ်ား ၂၀၁၂ ခုႏွစ္ ေအာက္တိုဘာ ၂၃ ရက္ ေန ့စြဲျဖင့္ လက္မွတ္ထိုးထုတ္ျပန္ထားေသာ ကုရ္ဘာနီမလုပ္ရန္ ဆံုး ျဖတ္ခ်က္ကို မိမိတို႔ ျမန္မာမြတ္စလင္မ္ေက်ာင္းသားလူငယ္မ်ား (MMSY) မွ အျပည့္အ၀ ေထာက္ခံသည္။

(၂) ျမန္မာမြတ္စလင္မ္ေက်ာင္းသားလူငယ္မ်ား (MMSY) အေနျဖင့္ အစၥလာမ့္အဖြဲ႕ၾကီး၏ ေၾကျငာခ်က္အမွတ္ စဥ္ (၁) ပါ ဖြဲ႕စည္းပံု အေျခခံဥပေဒတြင္ ျပဌာန္းထားသည့္ ျပည္ေထာင္စုသမၼတ ျမန္မာႏိုင္ငံေတာ္အတြင္း ဘာသာ ေပါင္းစံုလြတ္လပ္စြာ ယံုၾကည္ကိုးကြယ္ခြင့္ရရိွေရးကို ႏိုင္ငံလုံုးဆိုင္ရာ အစၥလာမ္ဘာသာေရးအဖြဲ ့ႀကီး၏ ဦးေဆာင္မႈ ျဖင့္ အစဥ္တစိုက္ ေတာင္းဆိုသြားမည္။

(၃) ႏိုင္ငံလံုးဆုိင္ရာ အစၥလာမ္ဘာသာေရး အဖြဲ႕ ႀကီး၏ ေၾကျငာခ်က္ အမွတ္စဥ္ (၃) ပါ

-ရခိုင္ျပည္နယ္ေဒသအခ်ိဳ ့၌ ယေန႔အထိ အစၥလာမ္ဘာသာဝင္မ်ား၏ အသက္၊ အိုးအိမ္၊ စည္းစိမ္ႏွင္ဘာသာေရး အေဆာက္အအံုမ်ားကို မီးရိႈ႕ျခင္း၊ ဖ်က္ဆီးျခင္းမ်ားျပဳက်င့္ခံေနရဆဲျဖစ္ ျခင္း (ယခုထိ လံုျခံဳမႈမရိွေသးျခင္း)၊

အသင္းအဖြဲ႕အခ်ိဳ႕က အစၥလာမ္ဘာသာႏွင့္ ဘာသာဝင္မ်ားအေပၚ ဥပေဒ ပါ အခြင့္အေရး၊ လူအခြင့္အေရးခ်ိဳးေဖာက္ေသာ ဆန္႔က်င္ေရးသား ျခိမ္းေျခာက္မႈ႕မ်ား၊ လံႈ႕ ေဆာ္ေျပာဆို ျဖန္႔ေဝေနျခင္းမ်ား၊

-တႏိုင္ငံလံုးတြင္ လံုျခံဳေရးေပးႏိုင္မည္ဟု မယူဆေသာေၾကာင့္ ယခုႏွစ္ကုရ္ဘာနီ ျပဳလုပ္ျခင္း ရပ္ဆိုင္းထားျခင္းကို ထပ္တူထပ္မွ် ေထာက္ခံသည္။

(၄) ျမန္မာႏိုင္ငံသား အစၥလာမ္ဘာသာဝင္မ်ားအားလံုးအေနျဖင့္ ႏိုင္ငံလံုးဆုိင္ရာ အစၥလာမ္ဘာသာေရးအဖြဲ႕ၾကီး ၏ ဆံုးျဖတ္ခ်က္အတိုိင္း လိုက္နာေဆာင္ရြက္ပါရန္ႏွင့္ အဖြဲ ့ႀကီးမွျပန္လည္ခြင့္ျပဳမွသာ ကုရ္ဘာနီျပဳရန္ တိုက္တြန္းသည္။

(၅) ျမန္မာႏိုင္ငံတရားဥပေဒစိုးမိုးေရးႏွင့္ ျမန္မာမြတ္စလင္မ်ားကိုကာကြယ္ေရး ေရွးရွဳ၍ ႏိုင္ငံအဝွမ္းတြင္ ႏိုင္ငံ သား အစၥလာမ္ဘာသာဝင္မ်ား အေပၚ ဥပေဒမဲ့ လူအခြင့္အေရးခ်ိဳးေဖာက္ က်ဴးလြန္ေနသည့္ အဖြဲ႕အစည္းမ်ား၊ ပုဂၢိဳလ္မ်ားႏွင့္ မီဒီယာမ်ားကို တည္ဆဲဥပေဒမ်ားအရ အစၥလာမ္ဘာသာေရး အဖြဲ ့ႀကီးမွ တရားဆြဲဆို အေရးယူေပးပါရန္ ေလးနက္စြာ တိုက္တြန္းသည္။

(၆) အေျခခံဥပေဒပါ လြတ္လပ္စြာကိုးကြယ္ပိုင္ခြင့္ႏွင့္ လူမ်ိဳးဘာသာ အခ်င္းခ်င္းၾကား ပဋိပကၡမုန္းတီးမႈမ်ား မျပဳ လုပ္ရန္ပါရိွေသာ ဥပေဒမ်ားအရ အြန္လိုင္းဆုိရွယ္မီဒီယာႏွင့္ လူထုၾကားတြင္ ျပန္႔ႏွံေနေသာ အစၥလာမ့္မုန္းတီးေရး စာေပမ်ား၊ လက္ကမ္းစာေစာင္မ်ား၊ ေရးသားသူ ျဖန႔္ေဝသူမ်ားကို တရားဥေပဒအရ အေရးယူတားဆီးေပးရန္ ျမန္မာမြတ္စလင္မ္ထု ကုိယ္စား ႏိုုင္ငံေတာ္အစိုးရသို ့ တင္ျပရန္ တိုက္တြန္းေတာင္းဆိုသည္။

(၇) ယခု ကုရ္ဘာနီမျပဳလုပ္ရျခင္းအပါအ၀င္ ႏိုင္ငံႏွင့္အဝွမ္းတြင္ အစၥလာမ္ဘာသာဝင္မ်ား အခြင့္အေရး ခ်ိဳး ေဖာက္ခံေနရမႈမ်ားႏွင့္ ပတ္သက္ျပီး သတင္းစာရွင္းလင္းပြဲတခု အျမန္ဆံုးျပဳလုပ္ေပးရန္ေတာင္းဆိုသည္။

(၈) ျမန္မာႏိုင္ငံရိွ မြတ္စလင္ညီေနာင္မ်ားအားလုံးကိုလည္း အစၥလာမ့္အဆုံးအမတိုင္း လိုက္နာက်င့္သုံး ေနထိုင္က်ရန္ႏွင့္၊ တရားဥပေဒစိုးမိုးေရးႏွင့္ ျငိမ္းခ်မ္းေရးအတြက္ ျပည္တြင္းေန ဘာသာျခားညီေနာင္မ်ား၊ အဖြဲ႕အစည္းမ်ား၊ ႏိုင္ငံေရး ေခါင္းေဆာင္မ်ား၊ ဘာသာေရးေခါင္းေဆာင္မ်ားႏွင့္ လက္တြဲေဆာက္ရြက္ၾကရန္ တိုက္တြန္းသည္။

(၉) အျခားဘာသာေရး ေခါင္းေဆာင္ၾကီးမ်ား အေနျဖင့္လည္း မိမိတို႔ သာသနာ့ဥေသွ်ာင္ၾကီးမ်ား၏ အဆုံးအမအတိုင္း ဘာသာဝင္မ်ား လိုက္နာက်င့္သုံးေနထိုင္ေစရန္ သြန္သင္လမ္းျပေပးျပီး ျငိမ္းခ်မ္းေရးႏွင့္ တရားဥပေဒစိုးမိုး ေရးအတြက္ေဆာင္ရြက္ရာတြင္ မိမိတို႔မြတ္စလင္မ်ားကိုလည္း လက္တြဲၾကပါရန္ တိုက္တြန္းေမတၱာရပ္ခံသည္။
